Water quickly rose to waist level, prompting the fire department to use boats to rescue people, including many who were elderly, disabled, or had pets. Apartment manager James Stanley said 51 units were affected.
Around two dozen residents were taken to local shelters at Randy Sam’s and the Salvation Army, where donations are now being accepted, along with the apartment office at 915 E. Broad Street.
One resident described the damage, saying nearly everything was lost in the flood.
