The measure, approved October 13th, would create 200-foot “street safety zones” around all signalized intersections, banning pedestrians from lingering, sitting, or standing on medians or near stoplights. Exceptions would be made for crosswalk use, emergencies, and city or utility workers.
Officials say intersections are among the most dangerous spots for crashes — with 123 pedestrian-related wrecks and 11 deaths in Texarkana since 2019. Police say they’ll focus on education before enforcement, launching a 30 to 45-day public awareness campaign before issuing citations. The city calls the plan a “least-restrictive” approach to reducing preventable crashes.
